Three things every foreign buyer should know about Italy:
The flat tax
Italy caps tax on all foreign income at a fixed annual amount - no matter how much you earn abroad. New residents who haven't been Italian tax residents for 9 of the last 10 years can opt in for up to 15 years, with family members added at a fixed rate each. Since the UK closed its non-dom regime, Milan, Como and Garda have become the destinations of choice.
Taxed on paper, not on price
When you buy from a private seller, purchase taxes are calculated on the property's cadastral value, typically 30% below what you actually pay. It's called "prezzo-valore", it has to be requested at the deed, and most foreign buyers never hear about it.
The notary is on your side
Every Italian purchase passes through a notaio: a public official who verifies title, mortgages, liens and planning compliance before any money moves - and the buyer chooses which one. Once the preliminary contract is registered, the seller can no longer sell to anyone else.
